Well for a start Windows XP is part of the NT family of O/Ses, which has no MS-DOS sub-system whatsoever, therefore if any MS-DOS command existed it would not be beneficial to your requirements.
Maybe post in a different forum, maybe UNIX, LINUX, BeOS ???

While there may well be an adequate DOS system analyzer, as mentioned, you actually have no DOS, so there is no compelling reason to restrict yourself to that sort of application.

Your bus speed info would be in the BIOS.
try running winmsd from the Run dialog box.
