Are there any modern up to date file managers similar to NC(Norton Commander)with current features, such as FAT32, long file names, and
still able to run from a floppy?

Have a look - although I doubt if you'll find one with all of those features and be able to run from a floppy disk.
Neither FAT32 nor LFNs seem applicable to your system's specs.
Those people that think they know everything are a great annoyance to those of us who do

Am in the process of transitioning between an old 486/12M 200M? HDD and a Celeron 300/192M 10G HDD with win98 dos.
Shortstop's site is a good starting point for dos file managers but as I suspect
it might be impossible to get all the features and/or still fit on a floppy.So far, the only updated file managers either are too big to run from a floppy
or will not recognize a 10G hdd. The long file names would be nice but it is
probably more important that it recognize a large HDD and can handle many files without getting bogged down.
The list so far includes:DNOSP(Dos Navigator Open Source Project) and NDN(Necromancer Dos Navigator) are
both current and will work but not from a floppy.DN(Dos Navigator 1.51 from RitLabs) will only recognize 2G. There is a version
from Phystechsoft that does recognize 10G but can not find a way to switch it
to English.Star Commander and Volkov Commander both work with 10G but only the beta versions.
