Your question is wrong as the booting process is related to firmware not software regarding the boot device.
By software, using a boot manager, you can select the operating system you want to start, but device selection (Floppy, CDRom or HD) is set by BIOS.
So if you boot from a bootable CD the device is already selected (CD) and you can't modify it via software.

IVO, not true. Although BIOS determines the order of boot devices, a bootable CD can also prompt the user either to boot from CD or HD.
A good example is the Windows 98 CD, which has a boot menu of "1. Boot from Hard Disk" and "2. Boot from CD-ROM" ; or a Windows 2000/XP disc that says "Press any key to boot from CD..."

I think you could install XOSL (Extended Operating System Loader) to a CD, using Nero or Roxio to burn the disk as a bootable CD...

Check out JO.SYS from Bart's Way (http://www.nu2.nu/jo) Just add to your boot disk, no need to install just extract to your bootdisk, use the bootdisk from any burner software as the boot disk.

XOSL is "Extended Operating System Loader." It's a boot manager with some interesting features, such as the ability to install two instances of the same Windows OS on a single computer.
Don't know if it'll help you or not, but couldn't think of anything else.
