Assuming you've got Windows running.

Format a bootable floppy.

Go into the c:\windows\command folder and copy Fdisk.exe and format.exe to the floppy.

Reboot.

Run Fdisk.exe first, then format.exe

That's it.

With FORMAT.COM you cannot make a low level format, you make a high level format instead. That it you build a filesystem for an OS in its partition.
A low level format have also been maked for the HD manufacturer, it physically divides the HD in tracks heads and cyls, among other things. You normally doesn't have to do this again never.
If you still want to do it check your computer BIOS for a HD low level format options, some BIOS have this option. If not check your HD manufacturer site for a utility to do it. Don't use a utility for other manufacturer since this is a very delicate process.

Hope this helps.

By the way "physically divides the HD in tracks heads and cyls, among other things" is what FDISK does not Low Level Format (LLF)!

LLF is carried out by the Manufacture, AND SHOULD NOT BE DONE AGAIN on a modern drive.

Get the HDDs diskmanager software from the HDDs manufacturer. Use it to do a ZERO FILL of the drive. You may need to rewrite the master boot area too. I've recovered a number of so called dead HDDs doing this.

LOW Level formats can kill drives so make sure you know what youre doing.

fdisk does not create cylanders tracks etc
low lvl format does and imo should not be done by a unexperianced user.
As you can literly destroy a hard drive eond repair by doing so.
fdisk sets up partions and deletes them thats realy about all it does people use the term lowlevel format incorectly the corect temr for what the utils from drive manus is mid level format
see this url
http://www.seagate.com/support/kb/disc/low_level_ata.html
never use the bios util unless you like a dead hd.
btw if thats what your after just take a hammer to it and you will get the same result
