Virtually no hard drive maker provides a low level formater any more. They caused far too many disasters. However, most drive makers do provide a "Zero Fill" utility that will restore your drive to near factory fresh condition without the perils of low level formating. Go to your drive makers web site and download the utility. CAREFULLY read ALL documentation provided both on the website and on the floppy you will create. If you follow the instructions, that old drive will be both happier and healthier.

At last - a little sanity, Doofus! I see so many forum discussions about "low-level formatting" these days. It's not necessary or desirable, as you say.

You say low level is un-necessary, but my Seagate Barracuda ATA III ST302141A drive started giving "Hard disk fail" message at boot-up after about a week's use. A colleague used Seagate's disk diagnostic program on it and found that it passed all tests except surface scan: and that couldn't run because somehow some password protection seems to have been put in place which also renders the disk unrecognisable to DOS and Windows utilities. He was able to access the disk on his NT machine but I can't on mine Win 98 system: although the BIOS does detect it OK it can't handle it at boot up (as either master or slave). So I can't use FSDISK.

Your BIOS Or Controller doesnot support your ATA III hard disk
