I'm really curious about what you mean by computer language. (To some people, anything that is not a graphical user interface is computer language.)
What operating system does it have installed? And how would you describe what is on the screen? What do you expect to see on the screen?

It has no operating system. All I get is numbers and symbols where english letters should be.It happens even when using a boot disk.

First make sure your boot files are not corrupt by trying to boot with a completely different boot disk. If this does not work, your have a basic problem. The BIOS is bad or the power supply is failing or something basic.

Check the BIOS to see that the A: drive is listed as 1.44 Megabytes and check the hard drive perameters that they are right for your hard drive. Sometimes an elictrical spike will damage the BIOS, and those characters indicate BIOS malfunction.
Don't you hate when people tell you what is wrong but not what to do?
