"Invalid media type" error in DOS 6.22

I just loaded DOS 6.22 on a government machine and when I try to format the drive in says "Invalid media type reading drive C".
I can't figure out the problem. I though "media" meant the cable inside connected to to hard drive and checked and everything looks fine. I am new to the computer field and need all the help I can get.

Its the word 'government' thats rings bells for me! Has the Hard disk been wiped clean by government agency?

If so you may have to run Low Level Format to restore disk....

Well, the message "Invalid media type" basically means that the drive isn't formatted for DOS (or requires a later version) and you'll probably just have to format the hard drive, and, to be sure, run FDISK, remove the partition and create a new one.
