I have an IBM thinkpad, it has FAT32 formatted unpartitioned HardDisk , and has preloaded Windows 98.I want to have multi boot system, namely DOS and Windows together, how can I do that?

Do it with boot magic
make a partition for your Dos then install boot magic then when you boot you'll have the choice betwenne dos and win98 .

DOS 6.22 also recognizes FAT12. (If it didn't, you'd have a tough time with floppies!)
It is true that DOS 6.22 does not natively support FAT32.
If you're using both DOS 6.22 and Windows 98, I really do recommend using FAT16 for everything. It can make lots of things much simpler. Plus, FAT16 offers a few advantages over FAT32, primarily in performance.
If you're using FAT16 under Windows 98, don't use 64K-sized allocation units. Many versions of Windows can support FAT16 partitions larger than 2GB--up to 4GB. Essentially, they doubled the partition size FAT16 can handle by doubling the cluster size. You may be tempted to take advantage of this, but DOS 6.22 can't handle the double-sized clusters necessary to make this work.
Stick with a maximum 32,768-byte allocation size for FAT16 partitions if you require compatibility with DOS 6.22 (and many other DOSes as well).

First ask yourself - What can MS-DOS 6.22 do for you that MS-DOS 7.10 (Loaded with Windows 98)cannot ? What are you looking for?
