Sounds like a Windows issue - there's not much to be done in DOS if all you have is a 'recovery disk' - check your documentation
I'm not saying there should be a capital punishment for stupidity, but why don't we just take the safety labels off of everything and let the problem solve itself?

Go to http://www.bootdisk.com for boot disks for DOS, Windows, Linux, and some nice utilities.
