I need Portege 7000ct boot disk/drivers to start the external pcmcia cdrom /xm-1702b/. Also under XP the cdrom is installed as Pcmcia ide/atapi controller, in device manager "device is working properly" and no yellow exclamation marks, the cd has power, when inserted a cd it starts turnig. But the problem is there's NO CDROM in My Computer

Maybe Toshboot.zip does the trick for your Toshiba laptop as well. It is a Win98 bootdisk with a CD-ROM driver specifically for Toshiba. (http://www.mesich.com/download/Toshboot.zip)
I am not yet familiar with WinXP, and the following article is written for Win9x but it might give you a clue as for where to look to troubleshoot the CDROM missing in Windows. (http://www.mesich.com/cdrommissing.html)
