I can't format my computer

I tried several times to format my computer but it has this msg: Checking existing disk format. Recording current bad clusters. 10 percent completed. Insufficient memory. What's wrong? At first it stops at 3 percent completed but then I manually delete some files and it went up to 10 percent completed. Also, I can't perform deltree in DOS (it says bad command file) and I can't manually delete lots of subdirectory. I used 'rd' to remove some directory but some didn't work, can you guys please help me on this problem? Thank you very much in advance...
