Does any one knows how to connect a HP M820 series CD-RW with PCMCIA-card to a Notebook under DOS 6.22 ? I tried the driver on the floppy, but i get a error message: card not inserted...

You may need PCMCIA card services software. I have worked with Toshiba notebook computers and they require card services (provided with the software already installed on the notebook) for use with modems/ethernet adapters etc in DOS.
