How to prevent the write action of tcptsr

I am trying to create a boot CD which will allow me to connect to the network. Works okay on floppy but tcptsr.exe writes data to the disc. Obviously this isn't possible for the CD. Anyone know how to prevent tcptsr trying to write to the CD?
Also when creating a boot CD which will install CD drivers, there is some conflict and it hangs. I know there is a patch to fix io.sys to prevent this for DOS 7. Any similar patch for earlier versions of DOS?
