Partition Magic may be able to do it if they are two partitions on the same hard drive, check out www.powerquest.com . If they are two different physical drives then I would have to say it is impossible.

Mayyyyyyybe Partition Magic can do it, but it's not a free program.
I did come across a utility on a BBS that said it was capable of combining partitions, provided that there was sufficient free space.
If they are on different drives, again, impossible. The only thing near that would be RAID (redundant array of inexpensive disks) which is mostly used on servers and such... but I don't think DOS has software ability to do that. There are RAID controllers you can get that will provide this using hardware rather than software... which might work. Hmmm, don't ask me. I don't know too much about RAID.
There may be a way to combine the 2 drives, if they are partitions, manually. It probably will take awhile... but oh well. You'll need some stuff like Partition Resizer and FIPS. I would suggest:
1. Split the second drive (D:) with FIPS, and make the second half at least big enough to hold all the data on the drive. So, in other words, your free space must be at least one half of the total space.
2. Move (or copy) all data from the first half of the second drive (still D:) to the second half of it (E:)
3. Remove the 1st half of the second drive. As in, completely blow away the partition table entry.
4. Use Partition Resizer to expand the first partition (C:) upward as far as it will go. (it won't result in any data loss; this util is nondestructive or it's pretty useless)
5. Move\copy all the data from the second partition (what was the second half of the second drive, and is now D:) to the first partition (there should be enough space if you did everything else right).
6. Remove the second partition.
7. Extend C: upward as far as it will go again.
.....something like that. It's what I would try.
