How to make boot-up disk?

I have a IBM 486 and cannot get a C: or A: prompt. Every time I try to make a boot-up disk, message reads, "this is not a boot diskette" Can you tell me how to make from "scratch" a working boot-up floppy disk. Please don't leave out any steps or files I will need. I have the MS DOS 6 setup disks and a later version of DOS on another fully operational computer. Thanks for your help!

Hi,
I already replied to your last question the forum, but you not said there you have DOS 6 setup disks. If you have such disks, the 1st setup disk must be bootable, and you must be able to boot from it, run Setup, and reinstall your DOS system.
