How to enable NetBIOS in DOS

OS: XP/2000/dos

I'm attempting to boot to a network, however my error message keeps telling me that NetBIOS is not running. I need to know how to enable NetBIOS or IPX on a laptop that has no operating system. The boot disk does fine exept for the error message. Please tell me how to run Netbios on laptop machine>
