Hard disk drive controller. The electronic interface between the OS and the motherboard.

Or to put it in more simple terms:

Its the ribbon cable that connects your Hard Drive to your motherboard. It is also used for IDE CD-ROM Drives, and Internal Devices such as ZIP100 Drives.

Hard Drives are set via BIOS
Other Drives by Software Settings.

The Hard Disk Drive controller is the electronics board that controlls the Disk Drive and interfaces it to the motherboard and operating system. Really old systems had a separate board. All newer drives have the controller board mounted to the drive itself and it is connected to the motherboard with a ribbon cable.
