If you are trying to format a hard drive that still works-you can boot up to it, in DOS;
Stick a clean floppy in the A drive
type SYS A:
or
Format a: /sEither one will work.
Then copy Format.com from C:/DOS to your floppy.
If the hard drive was used for Windows 95 before, then Format.com will be in;
C:\windows\command
Then leave the boot disk in your A drive and reboot.
When it boots up to your A: drive, type;
FORMAT C:
don't add the /s, part, if you have the DOS 6.22 installation disks they do all the transferring of files for you. You don't want to put system files from an earlier or later version of DOS on your hard drive.
After the format is done and you have answered all the questions about renaming the drive etc.
stick DOS 6.22 disk 1 in the puter and reboot.
It should begin the installation then.
For that matter, you could probably skip the whole bootdisk deal, type;
format C:
from the hard drive and when that all finishes, stick your DOS 6.22 disk 1 in and reboot.Doug

You will have your same problem if you use
the above suggestion. Go to
http://www.bootdisk.com/ and download a
bootdisk for your system, then boot up with
it in the drive and format from there.

MicroSoft sure tries to make life hard for people. What is happening here is the when you run format.com, it checks to make sure that the DOS version that is running in your computer matches the DOS version that your format.com was made for. If the versions don't match, then format refuses to run.
So, if you are running DOS 6.22 on your computer and you try to use format.com from DOS 5.0, the format.com displays the Incorrect MS-DOS Version message.
I usually check the file date to see whether different DOS programs go together. If command.com and format.com have the same date, then they should go together.

Run FDISK, create Primary DOS partician using the maximun disk available then FORMAT then disk with your current DOS.
