Make sure you're at a prompt other than C:\> when you attempt to format.

The best choice is boot to a floppy disk and format C: from an A:\> prompt.

Try dir C: to see if there are files. Then try sys C: to see if you can boot the C primary partition set active. Check with fdisk the actual partitions . Try to scandisk the HD drives for errors. Is it a compressed drive. IF so last resort is trying to fdisk the drive to do a clean install, You can also restore the boot sector with fdisk/mbr. The drive could also have some hardware problem (switch to a spare to eliminate this one and you know the PC is OK). Troubleshooting is not always simple. Good luck.

download a ms-dos 6.22 bootdisk from

www.bootdisk.com

then use it to boot your system at A:\prompt
type format c: press enter.
this should work.
