Restart in ms dos mode then then change dir to c: by cd\ + Enter then then when it's C: type format c: + Enter then it will say that all data on removable disk drive will be lost y/n type y + Enter then after format is completed follow the same mathods by going to D: "WITH WIN 98 IN CD ROM DRIVE" then type setup so it should look like that D:setup ,if you already visited the site windowsreinstall.com just don't listen to me and good luck :)

Why would someone have to format there hdd to upgrade from win95 to 98?!

simply boot to win 95,
click start menu , run.

Type "X:\setup"
where X = the letter of your cdrom drive
e.g d:\setup
follow the on screen instructions.
