Format in messed up computer

Hi,
I was trying to reinstall Windows Me on my other computer and somehow it messed up my computer . All I get is a blue screen everytime after loading with no icons on the screen. Can I format the drive still and how do I get to the open in dos when it starts up. Please send replys to my email as well.

I am new to dos , what is the command once I get in dos to format the drive

I believe Format then Fdisk. You'll need a boot disk on the floppy. See here for more.
