Need. more. information.

How is the drive connected? (USB or parallel port) Are you installing in DOS or Windows? Does Windows recognize the drive? Are you trying to boot from the CD and/or install Windows??

Most DOS compatible Parallel Port CD drives were branded backPack and drivers are still available for the older compatible models.

USB drives are never supported by manufacturers under DOS but it is feasible to be able to make them function with the various DOS drivers which have been detailed by MadMaxUSB in a post further down the page.

SCSI CD drives are compatible if the SCSI controller card has DOS drivers.

Anyway you post your O/S as W98 not DOS so is it a DOS problem????
