Error message "Insert Boot Diskette" for 486 DX 4-100

I have an old 486DX4-100 PC. When I turned on the PC, there is a message that reads " Insert Boot Diskettes into Drive A". I inserted DOS 6.22 BOOT Disk(1,2&3)but the same message appeared after i press any key as prompted. I noticed that the red indicator light on the 3½ floppy disk drive is always on, even before i inserted the BOOT Disk. The original Operating System is DOS. I have tried with a new floppy disk drive, but it doesn't work either.

With the red light always on it seems like the ribbon cable to your floppy drive is plugged in backwards. Try flipping it so the red stripe is at the other end. Also you need to make sure that your A drive is plugged into the last possible connector in the floppy ribbon cable (there might be a weird twist in the cable).
