Comment:

I have loaded DOS onto a fresh HD and want to enable the
boot.ini file. I've copied into the root of C:\ and it doesn't
appear to do anything... Can someone tell me how to
make it use boot.ini?

Not in DOS - that's a Windows NT type of file - best ask in the appropriate Windows forum

Only two things are infinite, the universe and human stupidity, and I'm not sure about the former.

... and it seems someone did try and explain it to you a few years back.

Short answer - 'boot.ini' serves no purpose in a DOS system

Only two things are infinite, the universe and human stupidity, and I'm not sure about the former.

Well,

You could put this as a last line in autoexec.bat:

type boot.ini

Them in boot.ini put:

Hello world

M2

If at first you don't succeed, you're about average.
