Dos-prog only runs from CD-rom(w98)

I have win98se and want to use an old dos-program (pro-gen 2.3b)It only runs from CD-rom. when I put it in FAT32- or FAT16B-partition it gives an error-message: "bad file name or number in module PG-MAIN at adress 0E20:861D"

Some advice would be very welcome!

When you copy file to the disk,click properties and if it is read-only uncheck that box.
