If there is a possibility of several things going wrong, the one that will cause the most damage will be the one to go wrong.

I could not find a Version of **-DOS called DOS7.10, would that be PTS-DOS, ROM-DOS, Bluebird-DOS ??

Symantec/Norton have a special version PC-DOS 7.1 revision0 for their products is that the version ??

(It's probably just the dos that comes with win 98.)

Possibly your autoexec.bat is creating it.

Yes, It is the DOS that is working under W9X. But, what does DOS do in/with this dir?

Under normal circumstances it wouldn't be created. The most likely reason its showing up is a command to create it is running in autoexec.bat. Or, a program is loading that requires a temp directory. You may get a clue by looking at the files that are deposited there.
