Is there a device driver to operate the new USB devices under DOS ? I would like to use DOS applications to make backups of Windows data, without booting Windows.

You will have to check with supplier of each device to see if a DOS Driver has been written. As a lot of newer USB Devises do not even have Windows 95 Drivers, or at the very least 95B (OSR2) You will have problems at DOS level, as you will also need DOS Motherboard support.
