There are dos executables that diplay an image when called in dos (.com files, mostly..a good example might be the welcome screen that pops up when opening a dos sharweware cdrom), but you'd have to make them yourself, and i don't know offhand of any easy to use apps that could make one..you could also have a dos image editor open up some image automatically through a batchfile command, but it nay not close automatically afterwards..if you could insert your own image in one of those self running 'com' files it could work...if you've ever seen those "PC World" disks then you'd see on them is a file named "welcome.com" or "logo.com" or somesuch..they start up, flash their logo, and then close.. In any case, the PC would pause the boot process until after the image closed, as it wouldn't continue to load while the logo was displayed, if the command was in the autoexec.bat, and i can't think of any other place it could possibly go (that's one reason why manufacturers put their logos in the BIOS, so the PC will continue to load during. Particularly during boot, Dos is essentialy a single tasking OS, and has to finish process #1 before going onto process #2.... I did try this once, in fact..i didn't find any satisfactory way to change the image (i wanted a special surprise greeting for a friend while the PC booted..!) Good luck..
