That is becouse Windows Me has no 'Real Mode' MS-DOS Support.
Goto the Me Forum, This has been posted there more than once. I beleave there is also a patch to restore MS-DOS Real Mode if you want to try it.

personally, I'd hex edit io.sys and change config.sys to ooo.sys or something similar....oh shoot...io.sys is compressed in ME isnt it? that would be impossible then.

From Control Panel, Add/Remove Programs create a MS-DOS Bootdisk. The IO.SYS on this disk will support config.sys Replace your harddrive copy with this one! Or look at the DOS Patch at http://www.geocities.com/mfd4life_2000/ which does much the same thing for you! Not looked at this one yet, but look at Try http://www.sgmvp.freewebsites.com/WinME.htm as well!

I tried the patch at http://www.geocities.com/mfd4life_2000/ and it worked for me. I get 'Starting Emergancy Boot Disk' at startup so I think it is the IO.SYS from the Bootdisk that is used!
