What is the commands to read a readme.txt in dos? I can only remember "type" but I sure have to read FAST to get it...

Of course you could always just:

edit readme.txt

What they are trying to say is, use the "pipe" charactor, which on my machine is uppper case above the \ (backslash).

However, this does not work apparently with DOS whatever as supplied with windoz9x, or maybe it won't work with some file formats.

Ya, look for edit.com and use that.
