If you need DOS access under ME, there are a few options. First, you can make an emergency boot disk and you can boot to realmode DOS. Second, you can click start, run and type COMMAND and press enter. You will get a DOS shell. Finally, for easy realmode DOS access just like in 98, search altavista for "real mode DOS WinME" or something similar and there is a freeware program which modifies WinME to work like 98 does for DOS access.
