DOS Boot-Disk ???

I have a empty computer (old one). It's totaly formated. Now I need a DOS Boot-Disk. I have DOS 1.0, but you cant reach C:\ with it. I have DOS 3.3, but I cant make it work as a boot-disk. What shall I do?? Please HELP me...
