First, make a regular DOS boot disk...
Go to SysInternals site for NTFSDOS. Put the file on your boot floppy and just run the command NTFSDOS whenever youneed access to NTFS partitions.

log on to an NT server or workstation. Format a floppy disk WITHOUT bootable files. copy onto the floppy disk the following files from NT boot.ini ntdetect.com ntldr
