Does anyone know where I can download / buy DOS 4 and below. It is for some sort of computer where its manual states it came with DOS 4. I just wanted to know where I might find it.

You can also download those versions of MS-DOS from HTTP://WWW.msdos.4t.com. Be warned that what they list as 4.01 is version 4.00. At least that is how Format.com has to be entered in the SETVER table to work.

Summary: You'll have a hard time finding DOS 4.01 It is very old and out of date. The DOS 6.22 release is superior to DOS 4 and that is what is fairly easy to find. I'd suggest you change to DOS 6.22...
