The converter that makes FAT16 drives into FAT32 drives comes with Windows 98. I would think it should work with Win95. Win95 does recognize FAT32 drives and almost all software that will work on W98 will work on W95. I'd try it as long as I backed up my stuff.
The file is named cvt1.exe in Windows98. and there is a cvt16.dll file that goes with it. I'm not sure if it will require other files to make it work.
You can download the cvt files and play with them. I put them in my Public Folder at yahoo.com

Win95a does not support fat32 partitions. Fat32 is supported in win95 OSR2 (win95b).
There could be a driver for this but i'm haven't heard of any.
Marvin is correct. FAT32 is for Win95B (OSR2) and above only. FAT32 is setup via FDIS. Unlike Win98 you cannot convert drive without destorying all data.
I think 3rd party software such as Partition Magic is able to do it, But again only with 95B and above!

Actually I need to know the opposite answer. I have a hardrive with Fat32 and I'm running Windows '98 and I need to convert back to Windows '95a. I have partion magic. Do I need to convert the harddrive back to fat16 for it to see the harddrive or can I leave the harddrive at Fat32?
Summary: CORRECTIONS: I mentioned FAT16 allows a partition size up to 4GB using 4096K blocks. Obviously, this is a mistake! That should have been *64K* blocks. (I was thinking "64", mis-typed "4", and then ...
Summary: Hi, Try to boot with DOS 6.22 Disk #1 again and use SYS C: command to restore system files. As for combining all partitions in one - Win98 can't do it. It can just convert FAT16 to FAT32, but can't co...
