computer stops when i use a tv

ok-i have a ati 3d rage2+dvd 4mb./my mb is a m590e made by pc100 with ami bios that are up to date./this board has onboard video and sound.once the ati card is installed it shut down the onboard video i was told.this ati video card has s-video and composite out.
heres the problem if i have a tv hooked up on boot up all i get is the ati logo and then the pc stops.it doesnt even load the bios from the pc.its just goes blank with no hard drive action. pleas help- this is a project im working on and all thats left is this damn video card issue.yes i aske at ati forums-and yes this card is good-it works fine once in win98 then hooke up a tv go into settings select tv and bam it works but i need it to work on bootup.pleas help!
