Comp won't start

CPU powers up, Hard drive seems to contiuely spin but dosen't boot up, I tried the Boot disk and cd but still no display and hard drive spins

Your BIOS on the motherboard is most likly F---ed, or your video card is F---ed, or your entire motherboard is F---ed. Try to isolate the problem. Your hard drive and CPU fan will work when they get power no matter what. Are you sure the CPU is powering up or just the Fan??? Try this, most motherboards will make a beeping sound if there is no video card so.... take it out if there is a beep your motherboard is 50-50 and the problem may be with your video card, but the BIOS may still be F---ed. One my motherboard one time a pci slot went bad on me and anything in the slot made the computer not boot. That's about all I know.
