There is no true DOS after Windows 98.

As VJK pointed out, you can use the Net Send command. If you're on a Domain, you can put the user's ID

c:\net send john_doe just testing this out man

You need to make sure the Messenger Service is started on both computers. Otherwise, the command won't work.

I once wrote a program using clipper and the clipper tools library called nbchat (net bios chat). clipper tools has the interface between clipper and net bios, the effort was trivial and no windows was required, just a dos lan running net bios. windows allows you to enable net bios as an option so you could include any windows users on your lan in the chat as well.

If you are witin a domain, and the person is on anohter site (WAN)
then yes, a computer name or IP is enough.
However, if the person is under a differnet domain, that you are unable to access or ping, then you are unable to send.
