IO.SYS is a fixed file under all versions of MS-DOS. Best option is to add MS-DOS Prompt to your menu. I think you can bypass Config.Sys commands by pressing an F Key. Perhaps someone will say which one?

A menu is executed either in the autoexec.bat file or a menu batch file is called by the autoexec.bat file. Edit the autoexec.bat file and remove or remark (REM) it out. IO.SYS is low level hardware routines I believe. You can bypass both the config.sys and autoexec.bat files in DOS ver 6 and above by pressing F8

If you edit IO.SYS it will crash. You have been warned. Both IO.SYS & MSDOS.SYS are fixed upto ver 6x. You can edit MSDOS.SYS in Win9x DOS only.
