Changing a number or letter in DOS?

In DOS ipconfig /all how do I change a number in a setting, such as an IP Address?

An IP address is assigned by the ISP.

On a dial-up connection, you would change it by disconnecting and then reconnecting so that a different one is assigned by your ISP.

On a DSL connection, you would have to contact your ISP and have then assign a different IP address to your connection.
