Do you need a sound card to get the CD-Rom to connect? I am trying to install a matsus---a-kotobuki cr-563-b CD-Rom on to my computer. I connected the CD-Rom and turned on the computer, all I got was a black screen with the blinking cursor. It wouldn't do anything. Not sure if I connected it right. Can someone Help?

That cd needs a sound card. The file(s) to load the software for the card and cd are here;

a-kotobuki CR-563-B CD-ROM is a generic drive and not IDE at all. As Dan says it needs a matching soundcard with CD connector to work. It will be a 4 speed drive at best!
