Some info on the error code at Micro$oft - perhaps there's something applicable to your situation.
You could possibly restart in DOS mode and delete the file, but you'd need the full DOS pathname to the file - DOS doesn't support long names, it can sometimes be a bit tricky navigating subdirectories from the command line.
Have you tried removing it in safe mode?
It doesn't sound like much of an inconvenience - it's an empty file (0 bytes)

A program such as LapLink or FastLynx for DOS can be used to navigate long filename directories with ease! While it may only give you the Short 8.3 filenames or 8 long directory names you soon recognise what they are!
