When booting from the XP CD it has all the required tools without using any version of MS-DOS.

You may receive a better response in the XP FORUM................

Another option that works very well.......

Go to Bootdisk.com and get there windows 98 OEM bootup disk
After you download this file and after clicking on it to activate it, you will be asked to insert a fresh 1.44mb floppy disk in your A: drive and this will make a bootup disk for you.
When finished, keep this floppy in your computer and reboot, the floppy will boot and give all kinds of tools available such as FDisk, Format
using this floppy
at the A:\> prompt
type
format C:
enter
