I'm going to say no.
You have to assign your computer's IP address in whatever application is providing your networking services. If you can do this in DOS (by editing the networking application's ini file using EDIT, for example), then the answer may technically be "yes", but the procedure for doing this will depend entirely on the networking software you're using.
