batch command to size of folder

I am trying to create a dos batch file, part of which requires validate the folder has not exceeded the given quota. So does anybody know any batch command (or batch file) which gives the size of folder- all subdirectories and files included.

In which exact OS would that batch file be run? If it's under Windows, report its version (Win95, 98, 2000, XP, etc).
