Autoexec not saving new settings

My keyboard settings are fine under Windows ME but when I switch to MS-DOS the keyboard settings change (eg I get # where I should get £ and quote marks are on different keys). I am in Britain, so I added a line to my autoexec.bat:
keyb uk,,C:\WINDOWS\COMMAND\keyboard.sys
and in Config.sys I added
country=044,820,C:\WINDOWS\COMMAND\country.sys
I saved both files but when I re-boot the settings remain as before and the new lines no longer appear in Autoexec.bat and config.sys. I definitely saved them.
