ATX Motherboard keylock

I am having a problem with a new ATX motherboard. It will boot to press DEL to enter bios, and the keyboard does not work then. The lights flash above the numbers pad when I turn the power supply on, but the keyboard does not work.
I am down to two possibilities. Some kind of lockout I do not know about, or a keylock setting is wrong. However, I have
not jumped any jumpers that would correspond to a keylock function, and the motherboard is not in the case yet.
Can anyone help with this?

someone has a password on your CMOS. Remove the CMOS battery for 30 mins and then install the battery and boot. If this does not work then I would read the manual that came with your so called new ATX board.
