The "official" version 1.70 rev. 3 (http://browser.arachne.cz) only scrolling down with CuteMouse v2.0 alpha 4, but not scrolling up.

Hi Daniel, Robert.
1.70r3 is the last xChaos (Arachne Labs) release, but has been superseded by Arachne GPL, maintained by the Arachne Development team. The current release is 1.90J1 or 1.90J2 (the latter is only available as a Core, which you use to upgrade from the full 1.90J1 package). All Arachne GPL releases starting with 1.83J1 have working wheel-mouse support (thanks to laaca).
