Arachne and fixed versus dynamic UR

I'm running Arachne with no problems and am happy with the speed with dialup and a 56K modem. The Arachne setup procedure insists on a fixed URL for one's ISP for collecting email. My ISP is OneTel (URL 212.67.96.129) whereas my Linux software (Xandros on a more advanced laptop) sets the ISP's URL dynamically). OneTel can't seem to cope with a fixed URL and won't let me see any email via Arachne). Email via a different service provider (UK2.net) with a fixed URL does let me see email.
Is there a fix that would allow me see OneTel email via Arachne? If not, just as a learning experience, I would appreciate an explanation of why this happens.
