Perhaps eli means the Microsoft network Client for MS-DOS (which can, afaik, connect to Windows networks).
You can get if from here:
Disk 1 (required for setup):
ftp://ftp.microsoft.com/bussys/clients/MSCLIENT/dsk3-1.exe
Disk 2 (additional drivers and TCP/IP stuff (required for Windows 3.1)):
ftp://ftp.microsoft.com/bussys/clients/MSCLIENT/dsk3-2.exeHere's a good page with information about all this:
http://www.wown.com/j_helmig/win31.htm

The Microsoft Windows for Workgroups 3.11 Add-On for MS-DOS (Recomended MS-DOS 5.0 or higher) was infact a complete working version of WfWG to install on top of MS-DOS. It was offered at a reduced price to network administaters to upgrade network PCs as was the Windows for Workgroups Add-On 3.11 for Windows 3.1/3.11 & WfWG 3.1 But in this case it checked for an earler version of Windows before upgrading. The other option open to users was the MS-DOS Network Client Software which is still available at:
ftp://ftp.microsoft.com/bussys/clients/msclient/

Microsoft Workgroup Add-On for MS-DOS is DOS networking software. It was a separate product from the various Windows for Workgroups products although the last version was numbered 3.11 to coincide with Windows for Workgroups 3.11 (Windows NT 3.1 was named in the same way).
Microsoft Network Client version 3.0 replaced it as the preferred MS-DOS network client software.

Microsoft Network Client - Workgroup Connection
The purpose of this article is to inform you that the Microsoft Network Client - Workgroup Connection can be obtained free of charge.
Microsoft Network Client version 3.0 replaces Microsoft Workgroup Add-On for MS-DOS and Microsoft Workgroup Connection. Microsoft Network Client version 3.0 is the preferred MS-DOS network client software. However, Microsoft will continue to make Workgroup Connection available for customers who want its file and print server capabilities.
The following file is available for download from the Microsoft Software Library:
ftp://ftp.microsoft.com/softlib/mslfiles/mswgcn.exe

Microsoft Network Client Version 3.0
Microsoft has optimized this client to work with Windows NT version 3.5 servers, and will be the focus of future development efforts for MS-DOS - based clients for Windows NT.This client includes MS-DOS TCP/IP, MS-IPX, NetBEUI and Microsoft DLC protocols. Both full and basic redirectors can load any three of these four protocols.
This client is faster and easier to install than LAN Manager for MS-DOS version 2.2c, even when you upgrade from a previous version of the LAN Manager client.
Over-the-network installation onto a clean MS-DOS - based computer is available for this client through Windows NT Server's Network Client Administrator.
This client is derived from the Workgroup Add-On for MS-DOS version 3.11 product, but does not include the following:
MS-Mail client
Real mode server (that is, it cannot share files)
Full redirector
Required if using Microsoft Windows or Remote Access Service (RAS)
Supports LAN Manager APIs, including domain logons
Uses 88K RAM, plus memory for protocols
Requires Intel 80286 or later processor
Is the default redirector
Basic redirector
Supports connecting to shared files and printers
Uses 10K RAM, plus memory for protocols
Required for 8088 processors
This client does not support RemoteBoot. This client does not support SPX, nor asynchronous-named pipes when the client is running Windows in enhanced mode. It does support all other client APIs, including NetBIOS, TCP/IP, and IPX.
This client does not provide a Browse Master. In order to browse the network, a computer running Windows for Workgroups or Windows NT must be on the network and belong to the same workgroup as the computer running Network Client.
This client only supports the inventory capabilities of Microsoft Systems Management Server version 1.0. This limitation is due to a restriction in the NetBIOS interface.
